I see you're doubling up the regiments on some bases. Is this because the regiments were understrength?

Ah, that....
Its because when I started this project the original orbat for volley and bayonet has cavalry based in pairs of units or threes as brigade stands. Individual units are skirmish units.
So in black powder it means doubles are full strength units and singles are small units.

It also ensures cavalry don't dominate the game.
