I'm planning on expanding my Wings of War \ Wings of Glory toys with another balloon. I'm currently using the German MD AA truck as a basis for the winch trucks, but I fancied a horse drawn winch wagon. Is there anything suitable in the ranges that could be used a a start point?

No kind of expert on winch trucks but judging by this photo it's going to be a scratchbuild:

You could consider using the wheels and horses from GR35, the WWII German GS wagon. Comparing the model wheels to a standing 10mm figure, they look about the same diameter as the ones in the photo. The other option with more horses but larger wheels would be to use bits of the limber set GP10. Maybe get some wheels from GR35 and some horses (I would guess it's towed by 6 horses) from GP10.
