I think you are right but i was under the impression that as a result the dragoons were either deployed in theatre unhorsed (in which case they fought as infantry) or they had horses. If they had horses they tended to fight as cavalry. I'm not sure we ever saw them dismounting on the battlefield  in classic dragoon style. I'm not reallly an expert though so would be interested in any evidence one way or the other

I would imagine that they would fight mounted in a battle situation and dismounted whilst skirmishing/patroling, they were mounted at Brandywine. hope this helps (probably not)  :)

The touchstone for me is how they were used in battle.  I'm less interested in the petite guerre than in field actions, and I've not come across accounts where they dismount to fight, rather they act as light cavalry (apart from those companies who were dismounted and without horses). So there'll be no dismounted duplication of mounted troops except where they had permanently dismounted contingents. There's just too many different uniform variations to do them all again on foot.

So, any news on horses and Queens Rangers Command ?

Tarlletons and Continental Dragoons are definitely needed, if only to annoy Ian :)
