I expect someone in the purchasing chain will adjust this to a more practical uniform; I think that is what INTERNATIONAL RESCUE did in creating 'parade' and 'field' uniforms.

More likely he is simply mad and undergoing dementia. Of course in the world of Starship Troopers  Donald Trump would not  have been allowed to hold  any form of political office because he had not served in the military.
