Does anybody do 'Modern Wizards' etc, that is OBVIOUSLY a magic caster, but in jeans and trainers.

You might find something in Crooked Dice's offerings or Reaper's Chronoscope or Savage Worlds ranges. Have a look at CP Model's Urban Rioters, there might be some thing usable there, I think there is a pack of "Rioters Gesturing". You could also try searching for 28mm Zombie Survivors and see if there is anything usable.

Hero Forge - a "design your own 28mm scale mini" website. You can also colour it, download the .stl file, get it printed through Hero Forge partners or print it yourself (aka get a mate to do it).

Not cheap but if there's a figure you really, really want and no one makes it ...

When I say not cheap - a single full colour plastic printed 28mm human size figure sent to the UK would see you get 2 cents change from $60. An .stl file of the uncoloured version $7.99
