Not me.  I've been scratch building, converting and modifying models for more than sixty years.

Almost all my Napoleonic and ACW vehicles are scratch built because few are made in 10mm.
 
I have converted soft skinned WW2 vehicles into obscure specialist types that not even Pithead would consider, such as communications, command, workshop and recovery vehicles. 

Most of my mounted Napoleonic and ACW mounted staff officers are conversions and larger headquarters are represented by mini-dioramas, comprising numerous one-off conversions, for all periods.

I could get by using the same figures over and over again, and vehicles that bear little or no relationship to the originals but I prefer not not.
 
But, one has to recognise that some people don't have the wherewithal, or inclination, to convert, let alone scratch build, anything.

My guess, though, is that vignette type figures which will only be sold singly are simple not commercial propositions.
