Hmmm....It wasn't for the Robinson (?) brothers, in the States, was it, Leon ?.....For that rather zippy boardgame they did a kick-starter for.

Years ago, on a holiday in Seville (Spain), I bought a set of 6 figures of Inquisition monks carrying candles in pointed masked hoods - all very Clue Clux Clan style - from a model railway shop.
There were 6 in the box - it was produced by a company called ANESTE DATANK - https://www.anestedatank.com/en/

But having just looked on their website it appears that they have dramatically reduced their range - as the monks are not shown, but neither are the very nice Spanish Civil Guard (or Nudist) packs!
However, these were marketed as HO Y N gauge - but they were closer to 15mm than HO. So they might be too large for what you are looking for.
But might be worth dropping them an email or checking collector sites - the Ref.No. was 4450 on the pack.

Would GRF56 (MP40, winter equipment) make a passable cardinal with a paper or putty brim to his helmet to make it into a galero? The MP40 would need to be trimmed or painted to resemble something less military.

It was medieval  leader with a Bishop's mitre hat, shield on the back and a cross held aloft in the right hand. Craig gave me a few FoC and whilst a lovely figure, not suitable for a Cardinal I'm afraid.
