I started using a few lone 28mm figures that I happened to have kicking about as the CinCs base in a few of my armies a few years ago with the idea of giving these characters a bit more personality - it means the CinCs base stands out clearly from the other troops (and lesser Generals).  It is a tad weird, but I've sort of gotten used to it and a few other people have picked up the idea too.

In game terms command stands are simply markers that mark where the command and control capability is centred, so Generals are not actual regular units that can fight. These rules also have different grades of generals, with the CinC usually being better and more capable than his minions so having a "Big Man" who in any case never actually fights in his own right is not entirely (but admittedly still a bit) weird.

This is the only one where I have used two 28mm figures though - I was admittedly in two minds about that.
