General de brigade sounds like what you are looking for the newest variant concentrates on command decision and is not scale specific.
I use it with 10mm a battalion on 3 stands 10 figs to a base large battalions on 4 bases.  I use the small flames of war bases so army footprint means a good size dining room table can handle a corps game easy

Thank you gentlemen
I have to confess a bias on rule sets I am involved in the evelotion of General de brigade with their author Dave Brown.   I have managed to get him interested in 10mm scale and in fact the new rules sets for the Napoleonic and American civil war periods will include particular reference to this scale.  With a few snaps of my pendraken figures to boot.   I just need the new French to get released for my next painting project
