OK, some people CAN paint shako cords but, given that Waterloo and '100 days' was rather soggy in the main...and most illustrations of British Guards, show covered Shakoes, Would some figures with oilskin covers be impractical? Probably!!!...given financial considerations.
But Carving off plumes and cords and a TINY bit of filling would be a lot easier on masters instead of 60 figure units...(And result in fewer headless casualties!).
Coats of paint can create the covered effect  instead of putty. I like the 'Campaign' Peninula French,  but the added putty to their Shako does make them a little 'heavy'. Just need to lose the cords and plumes.
Back of the queue, I know, but it could give extra codes with little sculpting requirement.

Personally, I only need figures 'at the present' (no smut required!), lol.   =)

You're forgetting that headless casualties represent more profit to the seller. Planned obsolescence, they call it.

So thats why some manuafacturers are not worried about the quality control.

I remember as a very young child showing my grandmother some of my prized Airfix soldiers.

She bit the heads off three before I could rescue them.   :(
