It's no use I have to ask. "Chinger Spy". Is that from "the Stainless Steel Rat" or am I getting confused?

I thought Chinger Spy was in Harry Harrison's "Bill, The Galactic Hero" - though I may also be wrong as I haven't read the thing in several decades!
