To put up one's fists in order to box; "duke box" for short. The overall usage is similar to "hitting the Gym" ( not to be confused with "hitting Jim", a small, bespectacled fellow who use to live in my neighborhood).  It is possible that Commodore Roy becomes belligerent after several pink gins but likely it was meant in jest.
