I have a Gaestati army museum nude warriors.  they're cheap, cheerful and paint up well.  They're also somewhat "generic" so depending on the skin tone you use will work for everything except sub-Saharan African.

J have used them as prostitutes in a Renaissance camp scene.

Museum Miniatures might work if I clip the weapons off them.

I looked at Peter Pig, in fact it was the first place I looked, I had a memory of him doing some nude figures but I couldn't find them. I'll go back and have another look.
