Linear terrain and visibility

On p.14 it says LOS is blocked by Linear Terrain unless either the target or the observer are in base contact with the terrain. 
However, on the same page it says troops on High Ground can see troops on the other side of Linear Terrain UNLESS those troops are in contact with the Linear Terrain. 
How to reconcile this apparent contradiction?

Units on higher ground cannot see units in contact with linear terrain.
This may seem like an oddity but it is designed to allow units close up to a wall or tall hedge to in effect hide behind the 'lee' or in the shadow of the hedge.
Units on higher ground can see units not in contact with, but behind, the hedge/wall as they can see over it; whereas units on the flat can see the units up against the hedge/wall as they are assumed to be partially visible so that they themselves can see, but cannot see units behind the hedge/wall that are away from the linear terrain as they cannot see through it.
