Actually, this sounds to me like a company that wants to maintain a broadcast license but has nothing to broadcast. There are similarly strange things happen on UK Freeview channels in the middle of the night...

Reminds of the weird stuff from 70's tv or "proper" trailers at the cinema. Anyone remember them? At the age of seven, I once watched some indigenous South American's carve a boat from a log at the cinema; we were there to watch "The Spy Who Loved Me".
