Does a Lt Colonelcy mean that cries for Meso-American troop types in Jaguar and Eagle suits etc. will reach the appropriate ears at last?

At least until my cries for Austrian guns and donkey wallopers have been heard, after that Leon and Co may answer cries for circus clowns riding Pz IIs for all I care.
