Any suggestions for figures that I could convert and/or use as hard hat divers?
I was wondering if the Sci Fi spacesuit figures would do?
I'm happy to convert if necessary but would need a basic standing or walking figure in overalls or similar.
Any suggestions?

From memory the armoured Marines should do it.

How about some of the sci fi male civilians?
One of them is in plain overalls and is holding a pipe/tool. Cut off the head, replace with plastic bead and greenstuff on the front glass.

That could be an option, just adding the helmet. The spacesuited civilians in the Sci-Fi have got big bowl shaped helmets, but the rest of the equipment could be too much for what you're after.
