My understanding is the AA values are supposed to be listed in the Notes column of the army lists. But none of the army lists have any AA weapon stats listed.
Looking at specifically the USMC and Soviet Cold War Army Lists (Both 1946-1990).
For Example the Soviet INF:SAM SAM, SA-7 it's state line is as follows

Type: INF:SAM
Mv: 10
AP 4/100
AT: -
Hits: 5
Save: -
Limit: -/-
Notes: 1968-90 IR, May fire without dismounting when transported in BTR/BMD/DMP
Where is the AA value? is it what is listed in the AP column?
If it is than is that attack value also an AP attack?(which I don't think it is but it's a bit confusing being in the AP column)

Where a unit has AA capability its AA value is its AP value.
As Superscribe states - with the exception that SAMs (especially MANPAD SAMs) will use their AT stats against all air targets.
If the AA is shooting at attack helicopters (HELI:ATTK) you use the AT stats of all AA weapons.
Most AA guns can fire at ground targets and some of these have different factors for that. These are in the Notes.
All of this will be clarified in the (up & coming) List & Rules Errata.
