Hello

Was just wondering if SC22- was complete with saddle and tack as opposed to the naked camel in the Scenic items/animals?

Yes, it is. I commissioned that conversion from Techno back when there was a "You want what making ?" thread in order to have a saddled walking camel counterpart to SC16 Sitting camel (riderless).
