On page 24 it says that command units are subject to the terrain restrictions on page 10.
Does this means that an HQ on foot that has ordered his units beyond a fence line has to stop at that fence line? (Moving beyond a fence line requires another movement order for a foot unit to move.) This seems very restrictive for command units trying to keep up with their troops.
That is not the intention Terry
I will re-clarify, it is primarily to do with things like Rivers, Ravines and Impassable terrain, as previously they just swanned about with no limitations or restrictions, which seemed a bit odd.

Version II referred to a paragraph that is not in Version IV..it read as below -
"Command units are treated as troops on foot for the purposes of terrain restrictions, except that they are not required to stop when contacting terrain, but may cross without penalty unless it is impassable. Command units must test for hits when crossing minefields"

Yes AJ, I'd add into that water obstacles unless the Command unit specifically has amphibious capabilities (so in a scenario you'd do that).
But the idea that a command unit can just leap over a large river for example (even though the Command unit is in fact a Command network) seems unrealistic.

The Terrain Restrictions Summary (p13) indicates Deep Wet Terrain (rivers, canals, lakes and seas) is Impassable for Troops on foot - so this would already cover.
Sounds like this paragraph can simply go into the clarifications documentation ...FAQ/Errata.
