Does Pendraken do any water effect resin or such? I think Vallejo do something but I can't see it here.

Hmm... I was looking for their Still Water - I want to do swamps, with tufts & clumps of grass & foliage poking through. I don't think the gel with be malleable enough for that.
I've not used it I'm afraid, so not sure how well it would work for that. It does keep it's shape quite well, it can be poured down sloped surfaces to create long drip shapes for adding to dioramas and such.
Vallejo 'Still Water' 26230 is, I think, what you have in mind.

Sounds right, yes.
I've got Vallejo Transparent Water - 26201. Its surprisingly thick, it doesn't flow, you have to push it into corners and the like. It makes good ponds, and water filled shell holes. I found for swamps that it was very hard to get the water effects in amongst the tufts and other foliage. And when you did the colour leaked out of the foliage. It needs to be in a fairly thin layer to ensure it drys clear too.
Is it an acrylic ?
Can it be thinned down ?
What about Tamiya clear gloss varnish.....Would that work better ?

When I do marshes I simply use Vallejo gloss varnish which gives a still water effect. I use the Vallejo water effect on rivers.
I use "artists gloss clear medium".
You can get a big tube on ebay for about £7.
It can be applied smoothly, or stippled to create waves, and dries clear.

I use Vallejo "Still Water" 26230. It come sin a large squeeze bottle and I like the effect it can give. Since I do a lot of Weird War and Post Apocalyptic I want the water to look tainted or toxic, and have found that if I dab a bit of color in laces I can achieve that look. You can see it in the front left corner in this picture.

I'm very happy with the result I got using £1 epoxy syringes from the pound shop. I have 2 swamps for 10mm.
And a supply of something from the Lebanon. Please don't leave the syringes in the park!
