Well here is something of which I wasn't aware. The Russian American Company had a presence in Hawaii and had built a fort in 1815ish. Maybe a fertile ground for what-ifs.

Russian colonies / forts in other parts of mainland US (Wikipedia
confrms there was a Fort Ross in California). Hard to imagine
today !

We played a us vs Russia in Alaska campaign a while ago, Custer was offed in the first charge!
New Zealand built coastal defences and acquired spar torpedo boats due to fears of Russian invasion in 1885 :o
The forts in sydney harbour were also, I believ, built to defend against the Russians. I have a naval forces for the late 19th century Victorian and Tasmania navies and a couple of Russian dreadnoughts. The really interesting Russian stuff though is the Tlingit war - you can bet 15mm figures for it from Eureka but I'm not aware of any 10s.
