How many models do You put on a base for a Roman Legion Infantry? Base size - 40mm x 20 mm (warmaster standard)?
With single based infantry figures like Pendraken - normally about 8 per base for close order troops.
For skirmishers and light troops I tend to go with 4 or 5.
Probably later Legionaries than you have in mind - but giving a couple of different angles - looks like I got 10 on a base here!

Mine are 8-10, depending on how the sculpt.
This is good news for me as the order I've just got was planned around 8 heavy infantry on a 40 x 20 base :)
I tend to go with what looks right for the period is how many figures to put on a base. Exact numbers per base is a very 70s/80s wargames concept.
