Perhaps if the weight on those at the top is likely to crush those at the bottom?

Ah! I can answer this one.

Yes but if you apply the rule that  the amount you have is directly responsible to how often its used, to other aspects of life many on this forum would be Eunuchs  :D

After much thought and may cups of tea  I have come up with a definition of "too much" when used in wargames circles

You have "too much" when you can field the entire Order of battle for both sides, in the largest battle of the said period using the correct ratio for your rules  and still have a box of odd units left over.#

# however at this point a true wargamer realises that  he needs to reduce the men/figure ratio and therefore does not have enough.

This will continue until the said wargamer can field the entire order of battle for both sides in the largest battle of said period on a 1-1 scale, and still have a box of odd units left over ##

## At this point a true wargamer starts a new period.  :)

I thought to much meant that you should start buying new periods/armies
