Posted by a friend of a friend but I believe they are 28mm scale.

9 cohorts (Cohorts 2 - 10) of roughly 480 men and at the far end the double strength 1st Cohort of roughly 800 men plus the 4 cavalry turmae, each around 130 strong, out front.

Apparently they are 1:72 (20mm) figures, made for a special exhibition in Regensburg, Germany.

From a facebook post:

"I will show the exhibition by explaining one diorama each week. This week: The Legion. 5400 figurines in 500 poses and 200 different shield designs. This diorama is presented at the beginning of the exhibition with changing light, simulating dawn, noon and evening daylight conditions. The diorama is 4x2 meters. Scale 1:72. Figurines are by Joerg Schmaeling. Check out www.schmaeling.de."
