anybody have any suggestions for rules for the jacobite rebellion using 10mm figures

The 'Last Argument of Kings' supplement for 'Black Powder' has quite a bit on the Jacobite Rebellion. Not my period at all so cannot comment on how good the info is in the supplement.

Would small scale SYW or French Indian Wars cover it at all?

I'm thinking of using Victorian Steel for this conflict - while these are nominally colonial era rules - I thought they would represent the more asymmetric nature of the two sides.

I am basing with 40mm squares - with the English based two ranks deep, in the middle of the base, with a few officers and the like behind. And the Scots filling the base in milling mass!
