Yep the Romans are a tough cookie (as in reality) but they can be beat I've taken them on with my Seleucids (not very historical I know) and crushed them every time. Which Roman list are you using? There are updated official list on the WMA web page. As has been mentioned for alternative rules sets, Impetus, Hail Caesar but you might also give Seasons of War a go, same basing as WMA and plays really well.
