Two for Tea Rules

Years ago there was a question about finding the AWI ruleset "Two for Tea", looks like the posted linked website is now defunct.

Also, supposed to be in Wargame Journal 6, but appears be not be the PDF one on internet archive. Possibly the #6 released as paper copy, unsure.
