What post is the commander filling?  If an admiral concerned with the fleet, is he likely to be involved with turret orientation and range estimation?

There are a range of published rules available and I suspect familiarity with one or more of those might be a good place to start unless you are seeking a fresh perspective ... in which case we can assume reading that is both widespread and in-depth.

There are a fair few rule systems available.  As one of the more recent https://boardgamegeek.com/boardgame/298113/white-bear-red-sun might be a good choice; David Manley's rules are good although I have not played these.

Late to the party here. In our corner of the world (Vancouver) we played pre dreadnaught games for many years. (Our own rules)  I have an Italian fleet & while I have all the latest pre 1905 ships, but my favorites were the Lepanto & Italia...two very old "battleships".

There only armour was over the gun redoubts....but no top armour as the guns were massive (read 17") muzzle loaders that fired over the redoubt when loaded. There was a bit of armour elsewhere but belt armour was mostly stacked bags of coal.  It was a great deal of fun sailing close to those brand new spiffy ships of other nations & openening up at close range. Even if you never penetrated there armour you could & we did start massive fires.

Thanks for posting that link Lord Speedy.

The ironclad Huascar certainly had an interesting career with both the Peruvian and Chilean navies.

She is currently preserved as a museum ship in Chile.
