It always was since Kirsty MacColl died.  McGowan was always on borrowed time, MacColl's death was just so unexpected, and unfair.

Yes, the Mexican authorities seemed as corrupt as ever they were - no surprise there I think.  It was still unexpected and a shock when it happened.
