I'm working on the principle that the 98% is under perfect conditions, everything stationary, with time to aim.

At the moment the rules are roll d6 equal to ACCURACY stat.
Any 4+ is a success. Most tanks that will be 3-5 dice.

Start with 1 success needed. (Notional mods follow)
+1 they moved
+1 you moved
+1 obscured
+1Commander dead
+1 resolved AT fire against self this turn.
Etc

If you need more successes than ACC then the target number goes up by 1 for each extra dice needed instead.

So gun Acc 3 fires (87.5%)

If 4 success were needed the target number becomes 5, needed on all three d6.(ie you can't roll 4 successes on 3 dice, so you have to roll 3 successes but at 5+, not 4+) that is a 3.6% chance.

Also go and look at the Italian stuff! In will have to base on 200m for that!
