Abteilung Firing Results Table

First Game tonight. All went well, considering Threw up a couple of questions.

1. On the Firing Results Table: Firer Armour/AC; Target Infantry, it lists a modifier "-1 If stationary".
I presume this means if the Infantry is stationary? Also, that this benefits the Infantry? Why?

2. Can units fire over other units on different elevations e.g. if on higher ground?

3. Does each command have to designate targets for each unit firing before calculations are made?

Any advice would be appreciated.
