What's the game with the harbour and the rafts? Is that Warband?

Frostgrave meets Bloodbowl. 28mm.

Lots of [Games Workshop] Bloodbowl matches going on amongst the ruined town, and on a large ship in the harbour.

Not sure how it worked.

I believe it was a table set up by a man who creates wargaming terrain.
