Neptune looks good.

The mermaids look good too - perhaps a little more texture in the water. I wouldn't worry about water bases on a land based game - they are mermaids after all.

You're painting is better than mine - but, with that caveat, may I suggest lots of coats of gloss varnish- quite thick, as you are not worried about the problems lots of thick layers cause, as they are what you want for water, vaguely opaque, vaguely transparent, reflecting the light.

Both the mermaids and Poseiden look great

I have this image in my head of mermaids going into battle in horse (sea?) drawn bathtubs
If I were creating Pendraken I wouldn't mess about with Romans and  Mongols  I would have started with Centurions , eight o'clock, Day One!

Just thought (not tried this, so do so at your won risk) some drops of glue on the figure, so it looks like water running down him
