I measured one the other day for a chap, and I think they were 9-10mm to the top of the heads.

Are yours on stilits?!   Cheesy  I've just measured a load of them, and from the bottom of their shoes to the top of the heads, most are 9-10mm, with the two 'sword in the air' types just hitting 11mm.

No stilts, just very thick bases, thats the guy with the 2 handed hammer and the flat topped helmet. 12mm from the bottom of the base to the top of his helmet.

Ah, I'm not including the base.

So if a 10mm human is 10mm and a 10mm Dwarf is 12mm, the human is a dwarf and the dwarf is actually a human Embarrassed

So who tosses who in a dwarf toss? Shocked?
