The original question was concerning a 1:1 ratio, so 600 real men and 600 pendraken figures, anything else and you don't have 1:1 ratio.

The size of the figures has nothing to do with it, other than measuring out how much space 600 Pendraken figures need (double ranked, just like the real unit').

Distance eyes to crown is 4"/10cm. That's less than a mm on Pendraken figure.

But not when you add a Shako etc.

I was curious about that also, LH. Nearly 17% of a Pendraken figure's height would be forehead! It made me think of UFO's

Pendraken, like any figures are too wide.

The absolute closest I've been able to base, including clipping the bases, is 3 in 20mm, and 6 in 40, showing it's consistent.
30/3 = 6.7mm figure.
5'7"=1700mm
1700÷11mm per fig =1:155 scale
6.7 × 155 =1m36 frontage per man. That's 3'4" to the old and out of touch.

Measure out 20mm ×155 on the floor. That's 3m10, about 10 feet. Stand with two mates, and look at how much space you have.
