Bear in mind I play much more CWC. I give fixed units with up to 10-12 elements  1 HQ, normal and flexible ones would get 2. The exception is the Soviet MR battalion, as dismounted it has 15-20 elements in it, so it gets 2 HQ's, one for the IFV and one for the dismounts. I would do the same for US armoured infantry which is a huge unit. and both the GePanzer Grenadier wher one per cpany might be needed. The German Panzer division recce btn would need at least 2, and may be one per company.
