The British see a copy of the War Plan Red and burn Washington to the ground ... again - Which wins them the approval of a vast number of Americans (or U-Staters if you prefer) who then petition for 727 seats in Parliament.
With the US distracted, the Spanish retake Cuba, then are asked to supply aid to parts of Florida - likely the parts that even to this day seem incapable of getting vote counts right!
The Germans are invited by a cabal headed by Joe Kennedy to send advisers - so completely plausible that I have no response.
Liberia, seeing the poor treatment of Blacks in America, sets up a safe haven in New York - a choice piece of property just off The Park which is leased to them by a real estate magnate for one half the GNP of Liberia.
