Thank you all for your help and photos.  It was the rear wheels and the odd spare bar that confused me most , butu I am easily confused

The Pengelly coat of arms is, I believe "idiots rampant proper on argent, with chief sable and four um's or."

The "um" is, of course a Middle Borough word for a small mutant bee. In fact the native synapses flow as if through some dense medium so that many things to those brought up in the chemically exotic and beneficially suspect atmosphere of Miiddle Borough are referred to as "um's.".
