Well I usually base 4 figures in line on a 30mm front with 20mm depth.  I am guessing 5-6 on a 40mm front.  I am sure someone else can confirm for the 40mm. 

Ideally, the more troops on the base the better.  But more troops per base means more painting, more time and more money.   I think a single line is perfectly fine but without a doubt a double line of packed troops really looks good.

I was wondering how many figures people used or do they use the same number of figures in both 10 as they would in 15.

For close order troops cram as many as possible on the base, (it makes Leon happy) order troops a few less and skirmishers 5 or 6. After all the figures are dirt cheap
