No, it is (or was?) a fan-run site that covers now defunct GW Specialist Games like Warmaster, Epic, Battlefeet Gothic and the like. Used to have a dark red header to each webpage.
It was down a few days ago for a short while and then came back on but is now down again.
Oh, okay. Must admit I've never heard of it.
Looks like their domain registration was not renewed.
If so that's a shame, it was a good site.

I just tried it again (have been trying over the last few weeks) and after poking and prodding, the forum is back now but the forum addresses have changed.
The Warmaster Fantasy Discussion address is now https://www.specialist-arms.com/forum/index.php?board=25.0 (https://www.specialist-arms.com/forum/index.php?board=25.0) whereas before it was www.forum.specialist-arms etc
